If a child is being bullied, there certainly should be consequences like everything else. The laws now state that every school is supposed to have safe policies and safe practices. They should have anti-bullying policies in there, and they should have anonymous reporting procedures as well, so that children can report it, teachers can report it, and it's safe. That doesn't always happen, of course. Many times, it's the victims or the targets that get into trouble because they are just not protected enough. Schools are supposed to have these kinds of things in place and teachers are supposed to have the proper training in prevention, intervention, and practical solutions to help the child.
