In terms of there being a time limit in between the birth of the first and second twin, there are a lot of factors that come into play. If a trial of labor is happening with a vertex/vertex set of twins, the first twin may deliver vaginally and the second twin may come minutes or hours following the birth of the first twin. As long as the second twin is closely monitored, there's no time limit between the birth of the first and second twin.
Holding the first twin once it's been delivered can be a very difficult thing to do, because the second twin still has to be delivered. Complete cooperation of the mother is needed in order to deliver the second twin. So it would not be advisable for the mother to hold the first twin until both twins have been delivered.
