Families who are hoping to adopt internationally or who have started the process and possibly waiting for a referral from a country have no doubt encountered longer wait times. And the major reason for that has been the Hague Treaty Convention Regulations. And the Hague Treaty was designed to standardize the process for agencies and families adopting from other countries. And unfortunately, there is a big problem with child trafficking. And so, many countries have slowed down the process to make sure that everything that the children who are being presented for adoption are truly orphans and that the families have gone through a significant process themselves. So families particularly trying to adopt from China have year after year experienced longer and longer wait times. What we would like to suggest is considering to adopt from the Philippines, which is also an Asian country. But the wait time is not as long and the cost is not quite as prohibitive as it may be with China. So we encourage families to think about visiting DelMar´s Philippino adoption program.

Jill W. Boyer, MSW was born in Detroit, Michigan. She earned a Bachelor of Social Work degree from Michigan State University in E. Lansing and a Master of Social Work Degree from Wayne State University in Detroit. Ms. Boyer has dedicated her 25-year professional life primarily to supportive services for children and youth.

Prior to coming to Vista Del Mar Child And Family Services in 2005, Ms. Boyer has directed two post-adoption projects at The Institute for Black Parenting in Los Angeles, served as the Director of the Emergency Shelter Care Facility at Children’s Institute International in Torrance, was Acting Director of the Upward Bound Program at Harbor College, and provided and coordinated therapeutic services to families in the CALworks program.

She feels a special connection to adoption and foster care. She brings her experience to the Foster, Foster-Adopt, Domestic Adoption and Intercountry Adoption Programs at Vista, as the Community Services Program Director.
