The number one child safety rule, in my opinion, is for children to always get permission from their parents. That serves a double purpose. It lets the child know that what they are doing has been sanctioned by their mom or dad, whether they've gone across the street to play in the park, whether they are at a friend's house swimming, whether they've gone with another friend someplace, something like an over night trip. It also helps the parent because they know where their child is. In case they need to get a hold of the child, they can always go to wherever that child's destination was. What it does is gives both parents and children, both the ability and both the knowledge that everybody is in sync with where the child is so if there is some kind of a situation, it can be acted upon much more quickly.
