When to start using a tampon is such a personal decision. It's really a decision that a girl should make together with her mom. My rule is that girls should not be using tampons until girls can use the anatomical terms for the body parts and they are willing to look down there and see where the tampon is going. If they can't do those two things, they are not ready to put something inside their body. I know some girls, particularly athletes, swimmers, divers, and gymnasts, are girls who want to start using tampons sooner. They can't participate in their sports if they don't use a tampon. But if they are not ready, they are not ready. Talk to the a female coach. Every woman remembers when they first got their period and they will understand.
